Post-Doctoral Research Course Regulations

Kermanshah University of Medical Sciences



Introduction

Establishment and expansion of post-doctoral research courses will contribute to the overall mission of the Kermanshah University of Medical Sciences to complete the required expertise in national and international arenas. These courses can also lead to deeper relations between academics. Therefore, the regulations of post-doctoral research courses have been developed to educate specialists and achieve the university's qualitative objectives. The expansion of science and technology production and widespread communication with the world of science will be strengthened by the aforementioned courses.

Article 1) Definition of post-doctoral course and researcher

Post-doctoral course

The post-doctoral course is a temporary and specific research-oriented and demand-driven (a minimum of one year and a maximum of three years) course created to engage in research activities so that specialized skills and necessities for independent research of post-doctoral researchers could be promoted in their relevant field. The costs of the course are provided from the unit of research projects and by the approval of qualified faculty members.

Post-doctoral Researcher

A post-doctoral researcher has a PhD and is an applicant of certain academic courses in order to enhance the specialized skills and the necessities of independent research to appear in the boundaries of global knowledge in the relevant field.

Article 2) Terms & Conditions for Volunteers

1. Having a PhD degree approved by the ministries of the country, obtained less than five years ago. The duration of conscription is added to this period.

2. Having a minimum of three valid scientific articles (ISI-Pubmed) as the first or corresponding author

3. Meeting the general criteria for the course and lack of legal obstacles (conscription)

4. Receiving admission from one of the qualified professors

5. Being aged below 40 years

6. Having a recommendation from the professors (compulsory) and Ph.D. counselor

Note: In the case of graduates from abroad, the official inquiry and approval of the related ministry are required to confirm the university where the specialized degree is obtained.

Article 3) Conditions of Accepting Professor

The supervisor must have the following conditions:

1. Minimum rank of associate professor

2. Publication of a minimum of five articles in valid journals (ISI/PubMed) as the first or corresponding author in the past three years

3. A minimum of 10 for H-Index

4. At least 50% of the project budget (PhD student fees and other costs) will be provided by resources outside the university. It should be noted that the university will pay a maximum of 25 million tomans for a post-doctoral project.

Note 1: If the supervisor does not have one of the conditions (paragraphs 1-3), he will qualify as the supervisor of a post-doctoral course if approved by the research council of the school/research center and research council of the university.

Note 2: If faculty members with an academic rank of associate or assistant professor have H-index of above 9 and 12 and intend to submit a grant proposal to invite for a research assistant, they can make their request within the framework of post-doctoral regulations without a need for budget supply from outside the university if the invited research assistant has a PhD (this note was added based on the approval by research council on 11/14/2018).

 Article 4) Required Documents for Assessing Post-Doctoral Course Applicants

In addition to the minimum requirements expressed in Article 2 of this regulation, the general and scientific qualifications of the researcher will be assessed on the basis of the following items. The post-doctoral research applicant is required to submit the following information to the Vice-chancellor for Research and Technology and the accepting professor:

1. Research proposal in detail (e.g., budget) based on proposal form of the university (for the part of the budget provided from outside the university, their specific proposal forms, such as Nimad and INSF, are applied in accordance with the regulations of the relevant organization)

2. A CV containing the following documents: more complete individual characteristics, academic degrees, a list of studies, publications, activities and scientific appointments

3. Any other evidence and license that could help the university to determine the ability of the volunteer to effectively use his admission to the course.

How to Enter the Course
    Acceptance of the written request of the post-doctoral researcher by the accepting professor
    Presentation of a proposal and other documents to the research unit of the relevant center/school by a faculty member, who holds the course, through the Research Information System.
    Assessment of evidences and documents related to the faculty member and post-doctoral student by research unit of the relevant center/school and matching it with the conditions provided in the regulation and accepting them through an official correspondence with the vice-chancellor for research and technology (will be delivered to the vice-chancellor for research and technology along with the proposal and other documents through the Research Information System)
    Evaluation in the research council of the university and the ethics committee
    Issuance of a certificate of approval for the proposal by the research council of the university and sending it to the custodian responsible for supplying 50% of the budget from outside the school
    Provision of documentation required by the project administrator in terms of attraction of budget from outside the university
    The conclusion of a contract for performing a research project between the proposal administrator and the vice-chancellor for research and technology of the university
    Introduction of the researcher to the school, course administrator and related institutions to start the project

 

Note: initiation of the researcher's activity at the university is subject to the conclusion of a contract between the project administrator and the researcher

Article 5) Duration of Post-Doctoral Research Course

The duration of the post-doctoral research course is one year (minimum) and three years (maximum) (depending on the approval of the research project and providing credibility under article 4, paragraph 3). It is notable that the research course will be carried out in full-time.

Article 6) Provision of a Certificate of Completion

Based on the written request of the post-doctoral researcher, the certificate of completion will be issued at the end of the course signed by the vice-chancellor for research, head of the school/center, and the accepting professor.

Terms of Issuance of End-of-Course Confirmation

A) Presenting a seminar on the research performed and its minutes at the center/school

B) Presenting the article published or accepted (ISI/PubMed) at the end of the year (conforming to the obligation stated in the contract)

General Considerations

    The researcher has no employment relationship with the university during the course, and the center/school is not obliged to recruit the researcher.
    The number of post-doctoral courses (candidates) is determined by the suggestion of the research council and approval of the university council every year.
    Only one post-doctoral researcher is appointed to each supervisor in each course.
    The salary of post-doctoral researchers is provided by research project funds and with the agreement of the supervisor and the post-doctoral researcher, which is written in the contract between them and must be approved by the vice-chancellor for research.
    - The manner in which the researcher interacts with the university during the course is within the framework of this regulation and the relevant research contract and other laws governing the university
    The researcher is not allowed to join the university or school/center councils.
    The researcher can teach only one course related to his/her specialized field, if required by the university and approved by the education council of the university and the relevant professors and department.

Note: the teaching salary will be paid by the vice-chancellor for research and higher education of the university in accordance with the law.

    The results of the course and relevant incomes generated belong to Kermanshah University of Medical Sciences. The researcher is obligated to keep the intellectual property rights of the university in the publication of scientific results and articles, parent registration, and other scientific productions.

Note: the address provided for research results will have the title of “Kermanshah University of Medical Sciences”

    The opinion of the research council of the university will be the criteria regarding other matters not covered by this regulation or those that must be interpreted.

This regulation (with six articles) was confirmed by the research council of the university on August 10th, 2016, and was approved by the university council on August 20th, 2016.
